Price elasticity of housing supply in France: a multi-level estimation

Abstract:
This paper estimates and compares price elasticities of housing supply in France between 2014 and 2023 at various levels: municipality, department and national. Quantifying these price elasticities help to assess how housing supply adjusts to price variation, at different geographical scale. Focusing on a finer geographical estimation (municipality level) allows for the identification of territorial heterogeneity in price elasticity values across French municipalities. Elasticities are estimated using the model of Malpezzi and Maclennan (2001), incorporating cost-related variables and supply determinants such as land availability, population, construction costs, and capital costs. Using a panel dataset of 307,852 observations, collected annually for the 30,785 municipalities in metropolitan France between 2014 and 2023, the main contribution of this paper lies in its study area: no other research provides estimates of price elasticities of housing supply in France at these different levels, particularly at the municipal one.
