Abstract:
Based on a study of an employment program for refugees, this article describes the ambiguous effects of French integration policy. Caught between the contradictions of controlling and integrating refugees, between the activation paradigm and feeling of being powerless ‘activating' refugees, jobs councelors follow an approach interfering with the goal of helping refugees find jobs. We call it a "waitfirst" approach as it appears to foster refugees to delay job seeking. This article aims to demonstrate this effect and to expose its mechanisms.
