Abstract: In recent years, the professional integration of refugees (PIR) has become a challenge for employment policies. In this context, we studied an experimental program aimed at improving coordination of actors involved in the PIR and funding integration initiatives based on a "work first" approach. Our research shows that the ambition to coordinate will fail due to the incompatibility between the activation model promoted by the program and that of its partners. Furthermore, the scheme advances a stereotypical representation of refugees as available and docile workers, which stands in contrast to their expectations and projects. Refugees' participation in the scheme reflects motivations and goals that diverge from those envisioned by its designers.
