Abstract: Town Planning Law and the Real Estate business are going to change. In New Caledonia Town Planning Law was principally developed by the provinces. Judicial precedent in France now requires regulations with a specific New Caledonian character and that the country should be able to determine the guiding principles of Town Planning Law and other urban regulations. This reminder significantly weakens the urban planning guidelines and other Town Planning regulations in force in New Caledonia. The New Caledonian Congress must deal with this issue quickly. Housing is a driving force of economic growth. Western countries are experiencing industrial decline and ageing populations. Speculative growth in Real Estate, thanks to the rapid development of home loans, has meant that the loss of industrial jobs has been concealed. New Caledonia has followed this movement which has now reached its limit. An economic downturn cannot be avoided.
