Abstract: Public policies in sustainable development have to fulfil strong changes in their goals and means of action. Within the regional state "à la française", those changes can't be done with classic schemes of action, working through a top down way of decision, with the only expertise of few pundits, law regulations, and financial participation under strict conditions. The knowledge economy appeals new approaches in order to reinforce and create public and private actors' synergy necessary to innovate. French regional public actors are really the key partners to create new public policies and practices. This research project studies the case of the efficiency energy project instigated by a French region council. Can Management through projects .be a means to kick off and control an innovation network?
