Abstract: This study analyzes the transmission gap in business support policies in Vietnam, tracing the process from design to access, absorption, and outcomes. Based on an analysis of secondary evidence from the OECD, IMF, and PCI, as well as policy documents, the study constructs a "policy-to-access-to-absorption-to-outcome" framework. The findings reveal a decline in effectiveness at five critical points: design misalignment; failure to translate information into action; procedures that inflate access costs; implementation disparities; and limited absorption capacity hindering the conversion of support into results. These gaps interact and accumulate, creating "policy leakage" and a "double gap." The study shifts the focus from policy provision to transmission efficiency, emphasizing that access and absorption serve as the mediating conditions determining policy effectiveness.
