Abstract:
This article examines the relationship between global performance and CSR performance within territorial public organizations engaged in the ecological transition. The study draws on Anthony Giddens' structuration theory. The analysis is based on a single case study conducted within an inter-municipal public cooperation body (EPCI), relying on 25 semi-structured interviews and documentary analysis. The findings show that CSR performance, driven by local actors, is not limited to a simple operational translation of global performance. It reproduces existing rules, adjusts them, and may contribute to their transformation. Management control thus emerges as a mediating mechanism. It makes it possible to combine political objectives and operational practices within a recursive dynamic.
