Abstract: The privatisation programme of the nineties has organised the Russian oil industry around an oligopoly of Russian private oil companies. This "model" has a lot of limits (for example the ownership rights remain not well defined). So to day, the State aims to control more strictly this industry. There may be a move toward a type of state control based on strong public sector participation combined with private capital close to the centres of power. In contrast with the last ten years, Russia now intends to harmonise its oil policy in accordance with its actual means and the economic and institutional constraints of its transition to a market economy.
