Abstract: There have been dramatic changes in enacting and sharing gains from globalization because a new context for trade and finance international openness. As a consequence, what are the conditions for an effective "Etat social" ? This article aims to answer by stating a space of public choices related to the different ways of firm transnationalization ; then we discuss an international scheme over firms that could redirect globalization.
