Abstract: A fundamental principle of strategic urban transportation models is that they are based on a limited number of zones (ten or so), a representation of transport supply in the form of speed-flow relationships between different zones and the retroactive effect of the state of supply (congestion) on demand. Essentially what distinguishes the strategic model which is presented here the explicit attention which is paid to these retroactive effects, in particular the way their nature differs according to trip purpose, as well as their step-by-step operation which makes it possible to test the short term behaviour of the modelled system. This model already exists in the prototype stage for the Lyon conurbation, and full version is in the process of being developed. This paper therefore deals mainly with methodological issues: general design and architecture of the model, and an example of use. Examination of the prototype, which is conducted with reference to a large number of factors of uncertainty which affect the long term change of the urban system, has allowed us to suggest a development framework which will contribute to overcoming this uncertainty in practice.
