Abstract:
The influence of Law on the analysis of the production of public utilities does not allow to explain the originality of the french experience in this matter by reducing the field of the anlysis to managment. We can yet reniew these analysis by taking care of rebuilding the whole system of the actors involved in this production. Then, especially in water services, we can reach a better comprehension of the evolution of this field and of the logics developped by the different actors of this production, private firms, state, local authorities.
