Abstract: The Urban Toll: An Incentive to Change Transport Mode?. – What urban toll scenarios are acceptable to city-dwellers? How can the behavioural reactions to such scenarios be simulated? What types of adaptation can be expected? We support the answers to these questions with a series of game-simulation type interviews with some fifteen automobile drivers from the Lyons region. These drivers were asked to adapt their past day's activity to a series of urban traffic toll scenarios combined with a significant improvement in the supply of urban transit. The pertinence of the adaptations they made, and the involvement of the interviewees validate the use of these simulation techniques, even for initially unaccepted urban toll scenarios. The adaptations, in the form of shifting trips in time or cancelling them, grouping them, or making car pool arrangements, all bear witness to the majoritys' desire to conserve the use of the automobile. Transfer to new public transit systems often only comes as a last resort, in response to rising price constraints and toll operation periods. This transfer to public transport is mostly on a trial basis and is mostly only partial – the car is still used from time, though it must be paid for. This illustrates the importance of the follow-through, versatility, and gradual control that would be necessary if ever such a policy were to be implemented.----------------------------------------------With the authors and the publisher of the copyright agreement.
