Abstract: Urban mobility: from paralysis to pricing?. – In a view of the crisis in the financing of urban transport, and growing traffic congestion in the larger urban areas, is a solution to be found in the wider application of pricing mechanisms such as urban road tolls or zone charges? Origination from a colloquium held in Lyons in December 1991 (ENTRETIENS JACQUES CARTIER, 4, 5 and 6 December 1991), this book offers the reader a rich and simulating set of reflections about such pricing. The complexity of the question is revealed by a diversity of authors from different parts of Europe and North America, representing both the research community and practitioners from public transport organizations, traffic authorities and other interested bodies. In particular, this book covers : the current context of a double crisis in urban transport (decreasing financing and increasing congestion) ; pricing and the recovery of externalities from the beneficiaries of urban transport ; potential behavioural adaptations to pricing by users ; the public acceptability of pricing controls ; and, the elements of a debate on the issues and objectives of pricing in urban transport.
