Abstract: The introduction of liberalization, the increasing contribution of decentralized electricity generation, the aging of electrical infrastructures, the quality of supply objectives and the technological evolution are key drivers implying new investments into the electricity distribution grid: it consists in adapting the network architecture and operation, adapting and improving the meter equipment, renovating the existing facilities for example. The Energy Regulatory Commission sets the price the users of the distribution grid are paying; this price is established at a rather low level, in order to incline the system operator to make productivity efforts. But this low income may deprive him from the financial resources he needs to adapt its organization to the new conditions.
