Abstract: In the analysis of the "success stories" of technocities too little at¬tention so far was paid to the logic of actors behaviour in their attempt to bypass the constraints of the mass production systems by strate¬gies combining organizational change and agglomeration economies. Technocities in this perspective appear as instruments of implementing high technology firms networks as means of managing irreversibilities in the process of technical creation and spatial polarisation. Techno¬logical and organizational learning as essential factors in the process of technical creation and spatial polarisation. Technological and organizational learning as essential factors in the process of acquiring specific assets are not available without sorts, also spe¬cific, of institutional change resulting in a functional shift in the roles deserved to the actors of technical creation.
