Abstract:
The free circulation of players has perverse effects on African football, in particularly young talents, who are exposed to transactions bordering on human trafficking. These markets need to be regulated and the author suggests levying the "Coubertobin" tax, or a tax on transfers. The scheme would correct those already implemented by the FIFA, by letting market forces play out while at the same time using them to generate revenues for the countries of origin and the clubs for training young players.
