Abstract:
In this article, we analyse the viability of "non-sovereign" governance modalities observed in developing countries after the rationalisation of their water services. Based on a detailed study of Monrovia's water services (Liberia), the analysis questions the orthodox view of policy making and aims to demonstrate that a renewed approach, inspired by polycentric analysis, could frame their functioning in an effective and justifiable way.
