Abstract:
Thailand's rapid industrialization has relied heavily on its ability to allocate land to industry and to provide quality equipment and services to industry on industrial sites. Among these sites, Industrial Estates (IEs) have played a key role in Thailand's industrial development, attracting a large share of FDI and multinational firms, while limiting pollution and rationalizing industrial facilities. During the 2000s, the Thaksin government considered using the EI network as a matrix to stimulate regional development and national innovation policy, based on the concept of "clusters" advocated by Michael Porter. However, despite their high level of space and services, the IEs have not played the expected role. On the other hand, they have been seized by large real estate groups that have specialised in the development of large-scale industrial estates, particularly with the opening of the Eastern Seaboard. This chapter examines the reasons that have prevented the transformation of EIs into regional innovation clusters. It also describes how two major specialized development groups, i.e. Hemaraj and Amata Public Corporation, have managed to extract value from these industrial sites.
