Abstract: This article examines risk factors in strategic scanning projects. Based on an action research in several organisations of the public sector, researchers trie to confront their observation with several factors already identified in literature. First of all, the goal is to identify risk factors of strategic scanning project that could be identical to IS project. Second of all, the research tries to identify for strategic scanning project specific risk factors. In an academic way, this research has identified four new hypothetical factors which represent new research axes: (1) the necessity of a face to face communication (2) middle management involment, (3) the choice of the right time to implement the project (4) the choice of the project manager. In a managerial way, this research allows us to construct actionable knowledge useful to project managers in the public sector, who would like to implement a scanning activity.
