Abstract:
Globalization has led to the emergence of new actors with a double movement towards decentralization and internationalisation/concentration of firms, weakening the role of the state, which is squeezed in between the local and global scales. The imperative of competitiveness has precipitated the emergence of new forms of exclusion and precariousness. The Local Plan for Integration and Employment (LPIE), which was initiated to struggle against exclusion, combines social support and economic activities in favor of the public in trouble. The main objectives of the Plan aim at forging new solidarities at work and build bridges between the situations supported by public policies and regular employment in the normal economy, ie full time and under the market economy. This paper attempts to show the limits of the ex ante approach and the reasons why the ex post approach must be enhanced, since integration policies lead to social profit. The transitional markets which consist to develop mobility of labour within and outside of firms, in addition to the traditional protections, are designed as shock absorbers. Can they become the norm through the actors of solidarity economy?
