Abstract:
Federal civil services have the same dysfunctions as other types of organization as well as specific dysfunctions worsened by "red tape". Some of these dysfunctions can be reduced without the intervention of politicians. The socio-economic change process applied in a Federal public service in Mexico made it possible to increase the level of democracy as well as social performance within existing budgets. The most significant actions related to communication-coordination-negotiation, in-house training, time management and strategic implementation. Following changes in this service the results show that the process makes it possible to improve the articulation of political programmes with every-day job performance and reallocate existing resources to increase the level of service to users without reducing the level of social performance. The principal barriers to change are the dialectic between apparent obedience and real disobedience and the need for actions by politicians to correct some dysfunctions.
