Abstract:
On 7 January 2009, the social partners signed a national interprofesssional agreement on employee's career security in France. The agreement led to a new law reforming vocational training in november 2009. Today, regions have more influence on vocational training, they are in charge of development policies, while labor market policies remain national. New regulations appear at the regional level, where social partners, national government and regional councils try to reach a new agreement on how they work together. It is not so easy : a case study on region Rhône-Alpes allows increased observations. Contracting seems to be the key word of the new mode of operation in region Rhône Alpes and probably in french regions.
