Abstract: The purpose of this paper is to highlight the actors implied in the link between competence management and project-based organizations. Our research is based on a qualitative approach, centered on a multiple case study, undertaken within four project-oriented companies operating in different sectors: IBM, Hewlett-Packard, Arkopharma and Temex. We propose a classification of the actors into three categories: the "strategists", the "organizers" and the "recipients". Also, the analysis of the four cases enables us to conclude that the actors "organizers" play a major role to manage competencies together with projects.
