Abstract: The business start-up loans program has been introduced in France to improve the financing of new firms with a view to helping them survive and grow without a too heavy financial burden. The purpose of this paper is to study the influence of this program on the survival of French new firms, on their growth and on their financial problems. Using a score matching model, we show that firms financed by this program do not significantly survive more frequently than the others. They do not less frequently suffer from cash flow crises as well. On the contrary, we identify the positive influence of this program on the perceived growth rate of new firms.
