Abstract:
The economists who work on railways regulation, a sector were political interests are strong, have to deal with actors who have their own logics. Far from being able to directly impact policy, their role is to suggest new ideas and concepts that match the changes they witness in the sector. This role implies that their conclusions are often at odds with the views expressed by the authorities, by the unions or by the management.
