Filière santé et dialogue social territorial: quelles opportunités syndicales ?

Abstract: While socio-economic business environment becomes more complex and issues are less firm-specific, the concept of "filière" to meet the needs appears as an oppor-tunity for trade unions to go beyond the firm, and work in an interprofessional way, with other unions in other sectors. However, the example of the health sector in Rhône-Alpes shows two facts. On the one hand, this option is less and less supported by public policies, which prefer the concept of "Key Enabling Technologies". On the second hand, there is no room for social negotiation, or even dialogue. The consequence is the strengthening of difficulties of the territorial social dialogue institutions, which tend to be considered by the unions as "empty shells".
