Abstract: From the late 1990s, European countries have adopted, spurred by the European Employment Strategy, proactive social and employment policies and have developed "back-to-work" measures. Activation policies have not been questioned with the crisis of 2008. If it has led for a time to focus on programmes for supporting demand, the choice of austerity policies was accompanied by a strengthening of eligibility conditions for unemployment benefits. Although this increased pressure on job claimants has led to positive effects on rates of return to work, it has nevertheless developed precarious and poorly paid jobs.
