Abstract: In this document, we analyse the issues of the development of production activities and employment in rural areas, in a global context which favourises urban centers that benefit from agglomeration and urbanization economies. We suppose that territorial organization, which is based on the dual cooperative engagement of, on the one hand, a coordinated productive system, and, on the other, a group of local actors, is a key element in sustaining rural activities. This work was carried out on the area around the town of Figeac, and is based on both a thorough understanding of the Mecanic Vallée cluster, and the use of a proven business tool, GPECT (Management Planning of Territorial Employment and Skills). This tool involves managing human resources through the cooperative participation of local employees and employers from the Mecanic Vallée cluster.
