Abstract:
Globalization is a huge challenge for the nations. Facing the global competition, all of them, except perhaps the biggest, seem to be unable to define a fair and relevant policy. Nevertheless, we ought to be careful with this pessimistic point of view because globalization is not the twilight of nations. What globalization means is not the end of growth but the necessity to define again the internal mechanisms of solidarity. What is equity and what is efficiency today ? By focusing on the french case, this paper shows that answers could be found if we are more explicit in our social choices. The internal cohesion and external competitivity could be both strengthened by a limitation in the local stinginess.
