Abstract: Public policy elderly care policy has changed several times since the 1980s, varying from social and social health policies to employment policies. Over the past two decades, and with a clear increase in the pace of change since the turn of the millennium, public policies on sheltered accommodation or keeping the elderly in their own homes have changed their frame of reference: The industrial approach seen in these service sectors is characterized by "a quest for advanced standardization of procedures" (Gadrey, 1994 : 118), which has now been incorporated into national policy. It is accompanied by significant streamlining of the organization of both services and labor, both in sheltered accommodation for the dependent elderly (EHPADs) and in-home aide services. The local pricing authorities see streamlining as a way of controlling public expenditure. The article analyzes the negative repercussions of streamlining on the working conditions of the largely female workforce.
