Abstract: For more than thirty years the expansion of higher education has been considered as a natural process; in spite of that, a general and theoretical framework can be useful. Arrow's paper (1973), which still nowadays is often ignored, is exploited here as a necessary complement of the human capital theory. First the "positive screening assumption" is defined (1.), then we analyze two important aspects of the model: the clause of "free entry" to college is interesting specially for the study of the French case, where the access to higher education has to be considered as a quota system (2.); a general rule also results from the fact that an excessive issue of academic degrees is not optimal for the society (3). Such conclusions emphasize advantages that firms and students get from academic degrees as signals; conditions to be respected for a real democratization of higher education are also deduced .
