Abstract:
Local communities are complex organizations: diverse skills, hierarchical, dual administration and elected. The transversal actions of the functional services of communication and training are means of establishing coherence. But, the question of the legitimacy of their existence is posed in a tense economic context because they are recent and the evaluation of their results is difficult. Also, the stake of the analysis resides in the research of the conditions of perpetuation of these activities: which are the registers of the professional legitimation? They relate to the manifestation of the power of the elected representative, to a logic of service aiming to constitute an expertise, to the mobilization of an external environment legitimizing provider of legal or professional recognition.
