Abstract: Vouchers are tools of public policy with a paradoxical status: while nearly not studied in France, it is very examined by searchers overseas, although its use is spread among all the local governments to provide social subsidies. From neoliberal origins, the vouchers became more and more neutral in France to ease its spreading, especialy due to the lobbying and marketing action of dedicated companies that produced them. The way vouchers define some characteristics and roles to the targeted public makes of them objects carrying meaning that depending of the subsidy they provide.
