Abstract: Official development aid (ODA) has clear goals, yet its effectiveness does not seem convincing, either under a public finance approach or by macroeconomic analysis. Analyzing its effects is difficult for its financial aspects as well as its qualitative components. The ODA policy should be differentiated according to the situations it addresses. Despite clear goals, the effectiveness of official development aid seems limited under public finance and macroeconomic analysis approaches. The range of qualitative and quantitative effects therefore requires various sets of specific and better-suited methods.
