Abstract:
Conflict is understood as revealing new dimensions of a problem, since it is a constructor of social norms. More than the existence of a problem related to the physical environment, conflict reveals the existence of a situation that has been designated as a public problem by a specific group, and even by the magnitude of its impacts is designated as a wicked problem. This article seeks to answer a first question: How do coalitions -involved in a conflict- affect the trajectory of public policies? The objective is to propose a framework for reflection, based on the analysis of conflict as a factor of change in the trajectory of public policy; and its methodological recognition as a creator of coalitions that sustain, transform and feed different phases of the policy process. This paper proposes three moments of theoretical reflection: 1. Conflict within the trajectory of public policy; 2. The change in public policy; and 3. Conflict and the Advocacy Coalition Framework (ACF).
