Abstract:
The evaluation of public policies in France is subject to a paradox: praised by all stakeholders in public action, it is only rarely used, and when it is used, it does not contribute much to the management of pu- blic action. Based on a longitudinal research-inter- vention carried out from 2018 to 2020 on the public City Health Workshop system, this article examines the contributions of an evaluation process linked to performance management and integrating the viewpoints of stakeholders. After highlighting the results of the evaluation of the socio-economic im- pacts of this public scheme, we propose the charac- teristics of what could be a participatory evaluation integrated into the steering of public action.
