Abstract:
This paper provides new insights into the institutional dimension of the local effects of regional economic performance. More specifically, it seeks to understand the role that local authorities, in this case metropolises, can play in the industrial dynamism of their territory. To this end, it analyses the urban planning policies implemented by the Metropolis of Lyon. The results show that the implementation of this industrial policy is facilitated by the broad consensus between the local actors (public authorities, businesses, etc.), the use of planning tools (urban planning, land policy, real estate policy, etc.) and the considering of the diversity of industrial and urban issues within the metropolis. But it faces the difficulty of reconciling economic policy, urban planning policy and mobility policy in a metropolitan area.
