Abstract:
This chapter traces the origins of land value capture (LVC) instruments and their dual circulation between the West and East Asia. It then explores the particularly massive forms taken by LVC in Japan, Hong Kong and China, demonstrating its effectiveness in financing urbanization but pointing to its undesirable effects on housing costs and the environment.
