Disassembling / Articulation of actors in communal planning, urban regulation and regional territorial planning: longitudinal research from territorial governance

Abstract: Understanding the processes of articulation and coordination of actors is of the utmost importance when formulating instruments that promote territorial planning. However, these processes do not necessarily see the end of the committed products, generating situations where the efforts of public institutions are finally truncated. Considering these key ideas, this research asks how the actors are articulated in the processes of formulating instruments associated with communal planning, urban communal regulation and regional territorial planning? In this sense, the objective of this work is to identify the dynamics of articulation or disarticulation of these coordination processes in the formulation of public action instruments, particularly associated with territorial and spatial planning. To address it, the qualitative approach based on the action-research strategy with direct and indirect observation is used, considering longitudinal research of approximately 20 years. In addition, two governance analysis frameworks have been used, applying it to four cases in the Santiago Metropolitan Region. The results reveal a diversity of dynamics of disarticulation of actors in a greater proportion and only one case where a coordination was observed where the process of formulation of the instrument is closed in a formal way. By way of discussion and conclusion, the contribution of the analysis frameworks is observed, the proposal of a new category of analysis for territorial governance and the extension of the application of this research to more cases of public action instruments are reported.
