Abstract:
The evaluation of public policies in France is subject to a paradox: praised by all stakeholders in public action, it is only rarely used, and when it is used, it does not contribute much to the management of public policies. Based on a longitudinal intervention-research carried out from 2018 to 2020 on the public system called Atelier Santé Ville (City's Health Workshop) in a French city, this article examines the contributions of an evaluation approach that is linked to performance management and that includes stakeholders. After highlighting the results of the evaluation of the socio-economic impacts of this public system, we propose the characteristics of what could be a participatory evaluation integrated into the management of public policy.
