Abstract:
Natural or human-caused disasters are examples of complex, ambiguous and uncertain situations with adverse complex causal chains of causalities, making it difficult for the various stakeholders to make sense of what is happening around them and external surroundings and generate appropriate responses. Without proactive resilience stakeholders' capabilities, disasters can quickly escalate and result in crises difficult to manage in the long-term.
