Abstract: Pour rattraper le retard qu'elle accuse au niveau mondial, la deuxième Commission von der Leyen est en train d'élaborer un plan fondé sur les recommandations du rapport Draghi. Selon l'économiste Benjamin Bürbaumer, son cadre conceptuel — celui d'une mondialisation qui se déploie depuis Washington — fait une impasse dangereuse : elle néglige l'ambition chinoise de devenir le cœur de la nouvelle infrastructure mondiale.
