Abstract:
This document describes the constitution of the FOPPA database (French Open Public Procurement Award notices), which relies on a subset of the TED database that contains French public procurement notices published from 2010 to 2020. These data have a number of issues, the most serious being that the unique IDs of most involved agents are missing. We explain how we solve these issues to produce a usable database. This work was conducted under the framework of the ANR DeCoMaP project (ANR-19-CE38-0004).
