Abstract: This report provides both an economic and legal assessment of the implications of the European Union's (EU) Carbon Border Adjustment Mechanism (CBAM) on African countries. The CBAM is scheduled to be phased in from 2026 to 2034 and initially cover imports of iron and steel, cement, aluminium, fertiliser, hydrogen and electricity.
