Abstract:
The FoodSec-Semence project (2021-2025) has the specific aim of Indian Ocean, to improve farmers' access to quality seeds and quality seeds and seedlings. In Madagascar, the project focuses on four crops crops: maize, cassava, potatoes and beans. The project takes national level, but focuses on three regions (Analamanga, Itasy and Vakinankaratra). It is structured into five activities. This report presents some of the results obtained under Activity 01, which aims to gain to acquire in-depth knowledge of seed chains, the agro-economic agro-economic context and farmers' needs and expectations in terms of seeds. needs and expectations. Activity 1 was carried out in Madagascar in two components, the second of which involved a description of the seed system and value chains, including the players involved, and the organization of seed production and marketing. The results of this second component are presented here. They were obtained from a literature review and a survey of 41 seed actors involved in research, coordination, production and marketing, who were interviewed during the years 2021 and 2022. These players operate either at national level, in the 3 project regions or in the surrounding regions. The first part presents the situation of the seed sector in Madagascar, with the legislation and regulations in force, as well as the main policy texts and the changes underway to develop these texts and the general architecture of the system. The second part presents the main seed actors and describes, for each plant, the seed chains at national level and in the Hautes Terres regions, with the relationships between actors and the quantities of seed produced. A diagram summarizes the value chain for each plant. The third part, based on statements made by the players interviewed, identifies and analyzes the main constraints on the development of the sectors, and puts forward suggestions and recommendations. Finally, the outlook is presented.
