Geographical Indications for High Nature Value Terroirs In the Western Balkan

Abstract: This final report outlines the outcomes of the FEF-R project, Supporting High Nature Value Terroirs in the Western Balkans (2024–2025), coordinated by CIRAD with support from the French Ministry for Europe and Foreign Affairs. The project aimed to strengthen Geographical Indications (GIs) as tools for sustainable development, particularly in High Nature Value (HNV) farming areas across five countries in the Western Balkans. Recognizing the potential of GIs to preserve biodiversity, cultural heritage, and traditional farming systems, the project supported legal alignment with EU standards and built operational capacities within producer groups. It facilitated a three-tiered approach: (1) local support for agro-sylvo-pastoral products, (2) national integration into rural development strategies, and (3) creation of a regional community of GI practitioners. Activities included diagnostics of local GI contexts, technical assistance on product specifications, marketing strategies, fraud prevention, and governance development. Over 200 producers and 150+ stakeholders were involved in workshops and field visits. Key achievements include revised specifications and control plans, new promotional campaigns, and improved traceability models. Some products, such as Livanjski Sir and Sharri Cheese, achieved national or EU-level GI recognition. The report highlights the emergence of a flexible and collaborative regional GI network, promoting peer learning, shared governance, and territorial branding. It emphasizes the importance of inclusive, trust-based processes involving local authorities and facilitators. Recommendations focus on reinforcing institutional linkages, fostering knowledge exchange, and giving visibility to local initiatives at regional and global levels. The project has laid the groundwork for a durable GI ecosystem in the Western Balkans, contributing to rural revitalization, economic resilience, and environmental sustainability through place-based, identity-rich food systems.
