Abstract:
This three-volume report presents the findings of research into the deliberative co-construction of a composite indicator of ecological quality in different French regions (Leqi). It puts the idea of "deliberative ecological value" into practice. An experiment was conducted in the Hauts-de-France region and applies this indicator to all French departments. A second experiment was conducted in the Rouen-Normandy metropolitan area and applies the Leqi indicator co-constructed at this level to all French inter-communalities (EPCI). Beyond providing an analytical and critical description of these deliberative experiments, the report presents findings that suggest territorial socio-ecological poverty traps. We are submitting the first two volumes here.
