Abstract: This paper proposes a typology of citizen participation in the context of scientific research programs. Recognizing the diversity of approaches to citizen participation, it draws on the literature and an empirical study to propose a framework for analyzing the inclusion of citizens in public research. The literature review focuses on research on collaborative governance and public management, as well as on the links between citizens and democratic engagement with science. As part of an exploratory qualitative study, data were collected from 13 organizations that have experimented with citizen participation in the governance of their research. The results present an initial framework for measuring meaningful participation within a research program, while offering interesting insights into the drivers of citizen engagement.
