Abstract: This report presents the events and trends that marked the 1999–2000 period. Therefore, it only addresses major structural problems to the extent that they are highlighted by current events. It does not deal with social data, which are covered in the CNT's traditional social report, nor with environmental issues—specifically the greenhouse effect—the study of which is the subject of specific work within the Council.
