Abstract:
Competition for research funding through peer-reviewed grant applications is fundamental to knowledge production, yet gender inequality remains a persistent challenge. A substantial body of literature examines gender bias in academia, but grant peer review is often studied within isolated disciplinary contexts. As a result, the complex interplay of cognitive, tacit, and institutional dynamics across multi-stage decision-making is frequently overlooked. This study develops a conceptual toolbox for understanding gender bias in grant peer review. It integrates existing research, outlines the key concepts of peer review and their interrelationships, identifies relevant theories of bias, and analyzes their cumulative effects across different stages of the evaluation process.
